It is often remarked that military planners tend to focus on strategies and tactics which would secure victory in the last war rather than thinking through all the changes that will make future hostilities quite different.
Given that 92 per cent of all passenger travel is by road, the road network can make a significant contribution to meeting the country’s sustainability targets.
The fear of “Big Brother” currently dominates the discussion on satellite based road pricing. So much so that its potential for delivering valuable economic and environmental benefits is becoming lost in the mist of outrage.
